Proof
White Move
If it's White's turn to move, they can play a single tile to close a White group and win. White has three such winning moves, as shown below.
Blue Move
If it's Blue's turn to move, they can use both tiles to fill the hole in their main group to close it (one such move is shown below). However, any such move would simultaneouly close at least one White group and hence lose the game.
Blue cannot win this turn and has no non-losing move that will block a White win next turn.
Result: White can win on their next turn.
